Not sure whether ever released or so but I just found this package:

Edit: The dismemberment and animations can be fixed now since the source code is released ;O

Code:
Alpha Version of Nerevar's Dismember mod. 16-12-2011
It also includes the Nere Cam mod. ;)

Bugs:

Animations might be fucked up ingame (not in demos)
Too much cg_rain can cause a crash
Some people might respawn without head or body parts lmao

Commands:
localentitieslimit e.g. 4000 (how many corpses are shown)
time (how long the corpses will not disappear)
followent 0-31 (follow another player)
followent -1 (? default, you?)
(maybe there are more commands :S )

such things dont work on NT servers with forceplugin "on" (so only ctf servers) :) But you can tell me how it worked for you ;X
